I came to learn about this font from a font ID request at Dafont. I asked the poster where he got the image from and he gave me a link to a PDF at the French Ministry of Justice website. Based on the font name and where it is only available, this looks like a custom font for the Ministry of Justice of France. Grapheine could be the designer of the font. I went around justice.gouv.fr looking for PDFs. I tried to find as many glyphs as possible and, as of this time, I was only able to find the following: Here's the partial font for those who want it, but a complete font would really be nice.
